List past requests awaiting settlement
Owner or Agent access token required. Filters verified pending charges and usage_unknown holds before cursor pagination. Agents can only read their own requests, without other payers' balances or authorization rights. Unknown usage is not zero cost and cannot be authorized; retain the request ID for support review. Includes historical charges this owner actually funded even after the Agent is unlinked. Returns original payer accounts and the remaining funding shortfall; combined account balances are not proof that those original payers can settle. Reading never changes billing or budgets.
